For most of the city's history, Jeep was the largest single employers, though today it is the University of Toledo. Bucking the usual Rust Belt trend of losing its heavy industry and then remaking itself from scratch, Toledo has managed to hang on to enough heavy industry to avoid many of the total collapses that other cities faced.

Despite the fairly successful efforts to transition away from an utter reliance on heavy industry, Toledo has still faced some serious challenges. The city lost a significant portion of its population since 2000 and it ranked as #46 among the top one hundred least safe cities in the United States. Almost eighty percent of residents rent their homes in the city and virtually all rental properties go for under $600 per month. In view of the above, it is not surprising to see that the Fair Market Rents determined by the U.S. Department of Housing and Urban Development (HUD) are very low, from $482 per month for a studio to $934 per month for a four bedroom.

Ohio does not mandate almost any tenant protections in its state law, so the advantage is automatically in the hands of the landlords. Renters in Ohio have to be careful and be sure they understand everything on a lease before they sign it. Landlords have to right to omit all kinds of important information from the lease, such as its duration, the rent due date, the grace period, and so on at will. Therefore no one looking to rent an apartment in Ohio should automatically assume that every lease contains the same information or that the terms agreed to verbally are the same ones on the written lease.
